Washington Votes Tomorrow. The Permits Were Already Signed.

Americans vote tomorrow for the whole House and a third of the Senate. Two prediction markets put one chamber above nine in ten and the other near seven. Neither result touches the authority that signs an LNG export permit.

The Breakdown
Today’s disagreement: the prediction markets are pricing tomorrow as close to settled; the options market is paying up anyway, for a reason that has nothing to do with the ballot.

01
The loud fact
Polymarket’s House contract traded at 95% on Monday and Kalshi’s at 93.3%. The Senate runs closer, 72% and 71%. Kalshi’s two congressional markets have taken about $198 million each.
02
The quiet fact
The VIX closed Friday at 19.42, up 12.9%, after touching 22.31 intraday, its highest since April. Reuters tied the move to technology earnings rather than to the vote.
03
The anchor
Energy led the market on the month and the quarter. Brent settled Friday at $113.43 and WTI near $104, with the S&P 500 at 7,580.07 after its worst session since June.
The last time American money changed shape overnight, it did not go through a chamber either.

What a Vote Can Reach and What It Cannot

What Has Already Been Priced

Two prediction markets agree with each other, which is the first thing worth noticing. Polymarket’s House contract traded at 95% on Monday and Kalshi’s at 93.3%. The Senate is the live question at 72% and 71%.

Kalshi’s two congressional markets have each taken about $198 million, which is the kind of volume that makes a price worth reading rather than quoting. The two were not always this close. Kalshi first put the Senate above even on September 14 at 53% and had it at 65% by October 25.

Polymarket’s balance of power market puts 71% on one party taking both chambers, 24% on a split and 5% on the other sweep. That distribution is the one that matters here, because almost nothing in Washington moves with a single chamber.

What the Options Market Says

The VIX closed Friday at 19.42, up 12.9%, after an intraday 22.31 that was its highest since April. The move was not about the vote. Reuters tied it to technology earnings, and the Nasdaq fell 2.86% on the day against 1.82% for the S&P 500.

A glossary note. The VIX is the price of a month of insurance on the index, so a jump in it is a jump in what hedging costs, not a forecast of anything.

That leaves one week carrying three separate things: a vote tomorrow, a jobs report on Friday, and December hike odds near 70% with the 10-year around 4.93%.

Whatever tomorrow decides, the weights inside a broad index fund were set by somebody who was not on the ballot.
Paid Partnership
Something just happened to your retirement account.
Goldman Sachs revealed that the top 10 stocks in the S&P 500 now control 41% of the entire index.
This level of concentration has not been seen since the Great Depression, almost 100 years ago.
Companies like Tesla, Nvidia, and Meta now command large portions of your portfolio, even if you never personally bought a single share.
But here is what makes this even more alarming.
Those same 10 companies are also the top weights in the Nasdaq and the Russell 1000.
So if you thought spreading your money across multiple index funds meant you were diversified, you’ve been lied to.
You own the same 10 tech giants. Over and over again.
And if they stumble, your entire retirement stumbles with them.
That’s why so many Americans are moving to physical gold.
They want true diversification.
Gold is not tied to the stock market. It is not tied to tech earnings. And when markets collapse, gold has historically done the opposite.
When the dot-com bubble burst, gold went up.
When the 2008 crisis wiped out trillions, gold went up.
When the 2020 panic hit, gold hit all-time highs.
You don’t have to leave your retirement exposed.
Thousands of Americans are using a little-known IRS-approved rollover to move a portion of their retirement savings into physical gold.
This is how you protect it.
Sincerely,
Anchor Point Research
P.S. Gold ownership is taking off. In 2020, 11% of Americans owned gold. In 2026, that number has skyrocketed to 38%. See how to add gold to your retirement before the next market crash hits.

Where the Energy Policy Actually Sits

The authority to approve an LNG export, to hold a lease sale in the National Petroleum Reserve-Alaska, or to write an EPA power plant rule sits with the executive branch and its agencies. A midterm does not move it, and the same is true of leasing in the Arctic refuge.

What a midterm moves is the committee. S&P Global’s survey of the stakes lists the tools: subpoena power over leasing and over the multibillion dollar offshore wind lease buyout, leverage through appropriations, and in the Senate a confirmation queue that includes a FERC seat whose term runs out in June 2027.

One item does need both chambers, the bipartisan permitting package that would rewrite federal project reviews under NEPA. For a portfolio the exposure is not the barrel but the utilities and pipeline names inside a broad index fund, which live on approvals rather than on price.

A vote is a national instrument. The dollar’s standing is being settled in rooms with no constituency at all.

What Settles It

Our read is that this vote reprices oversight rather than supply, and that an energy earnings model on Wednesday will look like the one from Monday.

Two checks, both published continuously. If the VIX is back under 18 by Wednesday’s close with the energy sector inside 1% of Friday’s level, the result was oversight and nothing more.

We would be wrong if energy moves more than 3% on Wednesday against a flat Brent price, which would say the market is reading a policy change into a result that does not carry one. The jobs report lands Friday and may yet be the larger number of the two.

A ballot can change who gets to ask the questions. It still takes a signature to change the answer.
